Introduction:
Providing guidance and making necessary interventions regarding the administrative activities of all schools within the educational zone, granting approval for special and additional programs implemented in schools, and conducting government examinations are among the wide range of duties carried out under this division. The legal responsibility for managing school property and physical resources lies with the Education Administration Division. Although some Zonal Education Offices refer to this branch as the ‘School Management’ branch, it fulfills an identical role.

- Monitoring and regulating the admission of students to schools.
- Approving school timetables.
- Handling school discipline and student welfare activities.
- Monitoring and regulating school health promotion, drug prevention, and epidemic control activities.
- Implementing school nutrition programs and supervising school canteens.
- Conducting preliminary investigations and submitting recommendations for disciplinary matters referred to the Zonal Office.
- Selecting and nominating students for various grants and scholarships.
- Organizing and conducting government examinations.
- Issuing duplicate copies of Student Progress Reports, verifying educational certificates, and certifying student identity cards.
- Recommending the holding of school vacation sessions.
- Granting approval for the release of school premises and resources to external parties.
- Coordinating School Development Societies (SDS) and Alumni Associations, and regulating their activities.
- Coordinating disaster management activities.
- Processing permissions for educational tours and field trips.
- Managing the distribution of school uniforms, textbooks, teacher guides, library books, learning equipment, and student season tickets.
- Handling matters related to the provision of Grade 5 scholarship bursaries.
- Managing administrative matters concerning approved private and assisted schools.
- Handling activities related to land acquisition, clearing titles, and finalization.
- Conducting internal evaluations, reporting, and feedback for the activities of the Education Administration Division.
- Performing any other duties assigned by the Zonal Director of Education as and when required.

Introduction:
The primary role of the Establishment and Administration Branch is to provide the necessary facilities for the staff to maintain an optimal mechanism in the fields of educational development, school administration, and planning. This division manages all organizational activities related to staff appointments, transfers, releases, and retirements within the zone, as well as all other administrative matters pertaining to their service.
Core Responsibilities and Duties (Complete List):
Providing recommendations to the Provincial Director of Education regarding teacher utilization in zonal schools and inter-zonal teacher transfers.
Convening teacher transfer boards, conducting meetings, and submitting recommendations.
Providing recommendations for the transfers of all officers in the School Principals’ Service.
Preparing and regulating duty lists for officers and staff members of the Zonal Office and its affiliated educational institutions.
Maintaining personal files of teachers, principals, education officers, and non-academic staff (including increments, foreign leave, service extensions, retirement files, loan approvals, recommendations for promotions, duty leave, maternity leave, special sick leave approvals, annual increments, confirmation of service, transfers, disciplinary matters, etc.).
Formulating systems for staff payments, overtime, daily wages, holiday pay, settlement of all bills, and issuing railway warrants.
Providing relevant recommendations/approvals for advances, loans, and Agrahara insurance.
Handling the transfer and release of non-academic staff working within the educational zone.
Recommending annual grants for Pirivenas (monastic schools) and managing establishment matters of Pirivena staff.
Providing recommendations for the registration of Pirivenas, recommending the appointment of Pirivena teachers, and submitting proposals.
Managing legal matters, including handling court cases, human rights complaints, and providing answers to parliamentary petitions and advisory committee questions.
Conducting internal disciplinary control and investigations.
Facilitating disciplinary inquiry proceedings.
Organizing and implementing staff training programs.
Maintaining and developing the office’s physical resources.
Managing all activities related to providing and maintaining water, electricity, and telephone facilities for schools, divisions, the zonal office, and other connected institutions.
Handling matters related to the management of government official quarters and vehicles.
Managing the petty cash advance.
Handling daily incoming and outgoing mail.
Managing activities related to maintaining archives.
Implementing activities related to the reception counter, internal communications, and institutional productivity concepts.
Conducting internal evaluations of the activities of the Establishment and Administration Division.
Performing any other official duties assigned by the Zonal Director of Education as and when required.
