Introduction:
The primary role of the Establishments and Administration Branch is to provide the necessary facilities for the staff in order to maintain an optimal mechanism in the fields of educational development, school administration, and planning. This division administers all institutional matters arising in relation to staff appointments, transfers, releases, and retirements within the zone, as well as matters pertaining to their services.
Key Responsibilities and Core Functions (Full List):
Providing recommendations to the Provincial Director of Education regarding teacher utilization in the zone and inter-zonal teacher transfers.
Convening teacher transfer boards, conducting meetings, and submitting recommendations.
Providing recommendations for the transfers of all officers in the school principals’ service.
Preparing and regulating the duty lists of officers and staff members in the Zonal Office and its affiliated educational institutions.
Maintaining personal files of teachers, principals, education officers, and non-academic staff. (Including salary increments, foreign leave, service extensions, retirement files, loan approvals, recommendations for promotions, duty leave, maternity leave, special sick leave approval, confirmation of service, transfers, and disciplinary matters).
Formulating plans for staff payments, overtime, daily wages, holiday pay, settlement of all bills, and issuing railway warrants.
Providing relevant recommendations and approvals for advances, loans, and Agrahara insurance.
Managing the transfer and release of non-academic staff serving within the educational zone.
Recommending annual grants for Pirivenas (monastic schools) and handling institutional matters of Pirivena staff.
Recommending the registration of Pirivenas, recommending the appointment of Pirivena teachers, and submitting proposals.
Handling legal matters, including court cases, human rights complaints, petition committees, and answering consultative committee questions.
Conducting internal disciplinary control activities and investigations.
Providing facilities for formal disciplinary inquiries.
Organizing and implementing staff training programs.
Maintaining and developing the office physical resources.
Managing all activities related to providing and maintaining water, electricity, and telephone facilities for schools, divisions, the Zonal Office, and other connected institutions.
Handling matters related to the control and management of government official quarters and vehicles.
Managing the petty cash advance.
Handling daily mail and correspondence activities.
Managing activities related to maintaining the archives and records.
Implementing activities related to the reception counter, internal communication, and institutional productivity concepts.
Conducting internal evaluations of the activities belonging to the Establishments and Administration Division.
Executing other duties assigned by the Zonal Director of Education as and when required.
